cp_boomcoal - coal go boom i guess

this map sort of has a industry and a coal mine theme and this is the first stage.

· Improved peformance by alot because i forgot to re-enable the hint brushes but i also improved them and added some more of them
· added some clipping to the arrow signs so you don't get stuck on them
· fixed an overlapping texture outside of reds spawn

· changed alot of things outside of blue spawn
· added more detail to a couple of stairs around the map

SomethingDeveloper updated cp_boomcanyon with a new update entry:

· changed the map name from cp_boomcoal to cp_boomcanyon
· respawn time for red now lowers when blue captures A and B and respawn time gets higher for blue
· moved red spawn and change the surrounding area up a "bit"
· changed the outside textures of red and blue spawns so it has white dev textures on the outside
· did some changes outside of blues spawn
· changed the skybox to be a sunset and changed the lighting to match it
and alot more
