Best fps config for my rig?

Specs:
Win7 x64
Pentium(R) Dual Core CPU E5300 @ 2.60GHz 2.60GHz
2048 ram
ATI Radeon HD 4670

While on XP, and before the engineer update, I would get 70-80 fps, but now I get somewhere in between 40-60. My settings are set to highest expecting filtering is set to trilinear, and instead of reflect all i chose reflect world. Bloom effect is unticked.

Any suggestions?

Wouldn't the logical course of action be to lower your settings?

-Half Life Two and Source Engine guide - It's going to be a bit out-dated for TF2 but a lot of the things still apply.

I can't stress how important it is to read them properly so you don't mess it up, plus you'll get a much better understanding of things which will help you in the long run.

I'd say 40 but I'm one these people where things have to be perfect even if my PC is 3/4 years old. I speant about 5x the amount of time tweaking Oblivion than actually playing it (and I played it a lot).
