adjust gamespeed

I saw this done once by an admin that he could speed up the gameplay and slow it down with rcon commands

(with speed I mean how fast you walked and shoot and bullet speed)

so I was wondering if anybody knows how you do that?

Also are there any other cool tricks people know with rcon commands?

(I searched google first, but not common knowledge obviously)

I know how to do that with a trigger but not rcon commands.
