How is this done? Can it be done through the map?

I'm pretty sure its something the server uses, not a map.
With the latest update, map makers can add engineer buildings into the maps manually..
while this wont enable an engy to place sentries multiple places of his/her liking.. it does enable either team to have multiple sentries that still need to be repaired/re-stocked with ammo...
and / or invincible sentries.. or neutral sentries that attack both teams that can be triggered on / off...
nice addition if ya ask me.

Except you can't do these. (unless they made another update.)
