Is the .pop file essentially baked into the bsp when the map is played with the mission? Or does the .pop file need to be included in downloads?

I'm trying to create a sentry tank in a custom MvM mission but I can't find anything on how to do it.
It would be great if somebody could explain to me how it's done or just link me a pop file that includes a sentry tank.

"Ye Olde Robots" is a Normal mode mission for Rottenburg, since it doesn't have one by default.
It's designed to be similar in nature to Rottenburg's other 3 missions, but less difficult.
