i am working on an underwater map, but i can't figure out how make convincing water look on the outside of glass

i need it to look more like you're underwater

You can use a texture that refracts and stick in on a brush covering the outside of the glass, then build up the OOB area as if you're really underwater, kinda like how Fubar did Hadal: https://tf2maps.net/threads/hadal.26281/

Do what BioShock Remastered did and stick a bunch of starfish all over your windows!

Serious-er answer: Actually have something outside the windows to look at instead of just empty ocean, put it all in the 3D skybox, and set the 3D skybox to have a more aggressive fog than the playable space.
