If you fly your camera over the water it like takes a screenshot of whats underneath the water and displays it on the top and its locked on your screen like a bug on your monitor.
I don't know if this is tied to it but I added a crap ton of nodraw brushes under the map to combine and split visleafs and cover up behind displacements when this problem started.
Yes I have a water_lod_control and no nodraw brushes even go inside the water brush. There are 44 env_cubemaps in the world.
