Time and a Word

I am almost done with my map and I can't wait to get it tested. Anyways I noticed the respond time in my map is ridiculously long, (15seconds long), Am I able to change the amount of time it takes for respond or is that server stuff? I did looking on my own and I can't find anything that addresses the issue.

select you logic_auto and... look at the screenshot i made
output is the amount of seconds for the next respawn-wave
