I'm guessing that's so people using resolutions of exactly half their monitor's native resolution will have per-pixel precision? Personally I've always felt that monitors should just do that — or, failing that, the operating system should — but as long as someone's on the ball about it, it works for me.

I literally reported this a year ago. No kidding; I distinctly remember it was introduced in last year's Halloween update. (Along with that failure-to-load-icons bug that they still haven't properly dealt with. Their "solution" was to force the client to try again whenever you go into the scoreboard.)

We actually had a couple engies making themselves pretty useful last night. Putting teleporters at spawn to get us back to Merasmus as fast as possible, wrangling sentries from safely out of range.

Now, Heavies with the Huo Long Heater out, they can go die in a fire.
