As I understand it, cubemaps are used to create reflections for reflective surfaces, props and viewmodels, and they must be built in-game with the buildcubemaps command. However, I haven't used any reflective textures on my map, and my viewmodels and props look fine despite me not having built any cube maps. Should I still build cubemaps anyways or can I safely skip this step?

You should always for a release. A lot of things are more reflective than you realize, and things like the snipers scope will be more obviously broken.
