I am making a map that would use the inside of a payload cart, is there a way to revrese texture and expand a payload cart model?
Or would I have to hand make the inside of a payload cart.

You need a proper modeling application to edit models. But just flipping a face to turn the polygon inside out is a single command in all popular modeling applications.

Or go in the .vmt and add "$nocull" "1". Don't forget to pack the .vmt into the .bsp.

That'd override the material on all maps forward until TF2 is restarted or mat_reloadallmaterials is called though, and you don't want that with highpoly models

Somebody said a while back that it doesn't do that anymore; everything is reloaded on map change as of... I dunno, SteamPipe I guess? It takes a long time for this information to get disseminated among all the Source mapping sites anymore.
