Problems packing files to the .BSP

Hello.
I'm trying to make a custom mission briefing for my map CTF_Keepaway to explain its uncommon game mode. I looked on the Valve Developer Wiki (thanks to Nineaxis for linking me to it) and followed their instructions. I made the .txt file and named it properly but I can't get it to pack into the BSP properly. Whenever I try to open BSPZip, CMD pops up but then disappears immediately. I tried Pakrat but that didn't work either. I still get the default CTF briefing when I load the map in TF2. Any help with this would be greatly appreciated.

Are you putting it in the right folder using Pakrat? Regardless of its location on your computer, the .txt file location should say "maps" in pakrat before you save the .bsp.
