Can't find a way to do this, how does one prevent a child object from following the parent's rotation?

You can't, AFAIK. A child does what the parent does. If you want to move two objects but only rotate one, you could make two func_movelinear brush ents then name them the same thing; then parenting both objects to the movelinear; and setting one of the objects to rotate while leaving the other alone.
