Need help installing the Construction + Swamp Map packs

Hello there
I'm trying to install the Construction https://construction.tf2maps.net/ and Swamp (https://swamp.tf2maps.net/) Map packs, but unlike the other map packs that contain all the contents in a .zip file, these two need you to run an .exe file - when running both of these I get this error.

I think it's because I have TF2 and hammer installed on my E:/ Drive not my C:/ Drive?

I could install it fine if I had the .zip files for both.
