STEP 2) Conceptualize a map that plays like, and fits the tf2 theme
STEP 3) Release the map with a decent release post, test, change
STEP 4) Repeat last 2 steps of STEP 3 multiple times until map is satisfactory to both you and the public.

I'm going to step one step more fundamental than you guys.

Industrial is already taken as a name. Map names must must must be unique otherwise players that have played the first will get disconnected from the server upon joining the second.

Everything that has been said + Brush out your maps, 1 Obstacle at a time, build a little part of the floor, decide if you want some stairs going up to a platform, Or maybe a rock in the way to force the player to go out into the battle zone, don't just make big rooms and expect to full them later..
