I ran the hammer.bat file, and the folder was never created.
Hammer instead tries to look in My PC > Documents for vmf's...

    How do I fix this?
    Edit:

Also upon opening hammer I'm not prompted to choose a game, I dont even know if its opening TF2's hammer.

    Edit again:
I cant even verify the integrity of the game cache, because apparently chrome or discord is a "steam app or tool" that I need to close before I can...

I believe common/sourcesdk_content (with all the sdk vmfs) comes with the Source SDK install, and the Team Fortress 2/sourcesdk_content folder is created by ABS' pack to store its library vmfs. Fairly certain TF2 doesn't come with such a folder by default.

Ah, I got so used to having ABS already I forgot to re-install it. Hopefully this resolves the issue.
