How much power does HUD customization have?

I've been frustrated with the complete lack of organization in TF2's options menu, and I've been toying with the idea of mocking up a redesign, and I'm curious... is it possible to completely overhaul the menu system using just custom-HUD mods? Like, straight-up create all new submenus with their own dropdowns, sliders, checkboxes, whatever it takes, and replace the default main menu buttons with ones that open those instead? Because just mocking up a redesign is one thing, but being able to provide proof-of-concept would be awesome.
