Done it after some issues, but I want the Winter Jacket's torso to be stable and it's sleeves to move with a hands. And to Beanie hat to be stable. (Those are currently as bodygroups). More info here (newest post): https://forum.facepunch.com/gmodhelp/bucgr/Making-customized-model

Did I mispelled Bodygroups with Bodyparts? Did something has to do with QC file?

Nevermind. Got helped from my friend. Told me about the resources I'm using for this model and how I should do to rig to mesh with bones.
    1. Switch to Pose Mode.
    2. Select all Bones with A.
    3. Hit Space bar.
    4. Select Apply Pose as Rest Pose.
    5. Switch to object Mode.
    6. Select Your mesh first then select the armature using Shift + Right Mouse Click.
    7. Hit Ctrl + P then choose Automatic Weighting and this will fix your problem as shown below.
