Create a 1024x1024 image and convert it to VTF using VTFEdit or the Photoshop plugin. The original background images are saved in DXT1 format with the following flags checked: SRGB, No Mipmap, No Level of Detail. The menu backgrounds should be named background02.vtf or background02_widescreen.vtf. The loading screens are background01.vtf and background01_widescreen.vtf. Create the directory \SteamApps\[username]\team fortress 2\tf\materials\console\ and save them there. The image that you are creating is a square, but it will be stretched to a 4:3 ratio or a 16:9 ratio (widescreen).

this thread may have died a while ago, but i tried what you said, pseudo, and i got the loading screen to display the pic (in very good quality might i add, thnx for that tip) but when it gets to the actual menu, the background is black
could you help me fix this?
