Is it okay for this to happen? Will the ceiling (func_detailed) be visible from the inside and the outside?

The same view from outside, but with skybox hidden and func_detail selected:

usually I think it should be okay from the inside but the rooftop might be missing parts on the ouside.
converting parts of the rooftop to displacements would prevent that

No. If skybox is on the same plane as another face the other face will be removed.

is that so? I assumed that the sky block would behave like nodraw and since nodraw doesn't z-fight you'd be fine. best way to find out is always to try it out I guess

Well, it might work since it is a func_detail, I'm not sure I guess. Certain kinds of faces will work ok.

Overlapping skybox brushes with other brushes is asking for lighting / drawing issues though. It's easy enough to avoid, so just don't do it.
