So I'm in a pickle here. I have enough money saved to do 1 of the following

-upgrade from FlashCS3 to latest version (I think it's CS5)

-buy Adobe Illustrator, which I need for school next year, but don't need at the moment. (I hear AI is more difficult to get the hang of then Flash, so having extra time might help).

-buy a 2nd moniter

I'd like a little input if you guys have the time.

The first 2 are software. The 3rd is hardware.

Now I'm not saying anything, but I'm subtly implying what you should do.

Illustrator. If you want to draw anything, then illustrator will make flash look like a piece of crap.

Alternatively, you could by the adobe CS5 suite and get it for less than $200 by claiming you're a student (even if you aren't doing a 2 year course at tafe, you can still get the ~$150 version). Assuming your country lets you do that, any half-decent first world country would.
