drained - ctf_well inspired

i came up with some ideas to improve ctf_well, and decided to make a new map with them ideas. Call it ctf_drained because i'm bad at naming things.

+spawnroom overhaul to avoid spawn-camping
+add small hallways between the lobby and the intel-room to distance Flag-defenders from Flag-attackers
+minor lighting adjustment
