decals are not displayed in the game

Two things:

1) Decals and overlays don't show if there are no lighting entities in the map at all, so make sure you have those.

2) You should be using overlays not decals, overlays are the newer method for applying surface detail, decals are outdated and have limited functionality

Are you running an FPS config? These usually disable decals and maybe overlays as well (I think via mp_decals).

Try adding -autoconfig to your launch options to reset graphics settings to the recommended.
