Blinking water

In my level water blinks from this

So it looses and gains trasparency randomly. What may cause it? Water texture is water_island_dx80

also, on other water volumes this doesn't happen

Water in TF2 gets buggy rendering if there are two different heights in the same vis area. If possible, ensure that the surfaces of both water brushes are in distinctly separate areas, and do not render at the same time.

Specifically, it's PVS. Can only have one height of expensive water in any PVS.
