Hay hay !
It's very dark, even in spawn. If you look at pipeline and doublecross, the play areas are well lit.
It looks like you've altered the layout, which is against the rules
Now I have to work extra hard

The area outside of BLU spawn...if that's what your overhead is of.
Yeah, if you want it "dark" but still visible, try messing with the light_environment entity (http://developer.valvesoftware.com/wiki/Light_environment) I think. It should be able to give you ambient light from the skybox without needing a direct source, that way you ideally can keep those defined bright lights that make a dark atmosphere without the rest of the map actually being too dark.

I can hardly recognize the area. Where is it supposed to be?
I'm afraid you might have changed the layout a little too much. The trees and the granary pipe seriously alter how the area will be played.

The rules meant you can change the layout within the spawn room, but once you're in the playable area tampering with the layout will get you DQ'd
You've changed the layout a lot, it's very different than the original. For example the barn out of the spawn is gone, or that granary pipe. You shouldn't do that.
So we have to detail a damn crap without being allowed to mess around with something that doesn't please us. Super, really.
Most of us would have to agree with you. But rules are rules sadly.
