Animated texture plays at 1 frame per second

I made a gif texture by importing each frame into VTFedit as TGAs and exported it out, and I edited the VMF file for an animation. However, when I create the texture in Hammer and compile the map, in game the animation plays at 1 frame per second, which is way too slow compared to the actual gif. I tried to change the animatedTextureFrameRate from 1 to 10 to 100 but it doesn't change the speed at which the gif plays.

Anyone got any way I can fix this?
