A very precise problem

I'm making a map for a group I'm an admin of, and I'd like to know - Is there a way to whitelist certain people to be on a team? What I mean is, is there a way for, say, the admins to be on, for example, BLU, and have everyone else on the server be on RED? Is this even a mapping thing, or a server thing? Am I an idiot for thinking this is possibly a mapping thing?

Swordfish is correct. To the map, all players are the same. You'll need a plugin.
