Yeah, they came with the Heavy update. I'm pretty sure this was meant to be the skybox on arena_well.
Ohh, nice! I've been really wanting to have a proper TF2 night sky texture (even if it's just a Gold Rush recolor).
It's not really night and you can be quite sure that they will make the map pretty bright with surrounding lights.

I doubt it, I agree with Acegikmo, it looks a bit rough for something Valve would put out (on-purpose ). It probably was a prototype sky for an entirely new TF2 map that Valve forgot to remove from the gcf.
You're probably right. I also had another look at arena_well, and although the lighting's changed a lot from well, it's now setup more to be dawn than the dusk of this skybox.
Well why not decompile arena_well and find out how it looks with the new skybox?
Done it, the skybox sort of works with the map, although the moon is a bit pixelated and the middle building is too bright (although it is right under the moon). You can tell it's a quick compile, you can still see the areaportals xD
I think it works with the last screen, but the first two are way too bright.
Yeah, that one looks almost perfect.
Randdalf, what're the light_env settings for arena_well?
I am using this skybox for my arena map. I have been tweaking the light_environment settings a bit and came up with this...
If anyone would like the settings I would be happy to post them.

In the latter pic I can see a bright-as-the-sun skybox. Major thumbs down.
Jazz: Not bad at all. It could be a bit darker, but then again, you can't go too dark before it becomes unfitting for TF2 either.
Make that "I can see a bright-as-the-sun fog", then, I guess.
