How do i make decals smaller?

Using a overlay, place it like you would a decal then resize it in the 3d or 2d window using the selection tool.

i use the tranform (ctrl+m) to make the size of the overlay,

for e.g scale of 0.25 makes the nice small signs look right. then just position them, of course for things like the stains its easier to drag them to fit.
