Can't install Swamp pack

Recently I moved my entire Steam folder on to my External Hard Drive to save space on my laptop.
Today I downloaded the Swamp pack so that I could install it and try stuff out with it. But it won't let me install the files because, despite me changing the directory to the place where my Steam folder is saved, it still seems to assume it's saving itself in the C drive. And without the Steam folder being there, I can't install any of the content. What can I do to fix this?

Is there really no other way around this? I'd rather not go through the hassle of reinstalling it on my hard drive again. But I guess if I have to -.-
