I was just wondering if anyone else gets paused up while compiling if ANYTHING else happens on their computer. Lately I've made sure to log off friends but ironically the TF2Maps.net group I'm in on steam has paused me up EVERY time I try to do a full compile (cause of events every 30 min) does anyone else have this problem and is there a way to fix it? (Other than leaving the group don't really want to leave it.

That's what it does. Hammer doesn't bother to send GUI updates while running the compile. Just leave it be and don't mind it.

To actually determine if the compile is broken or not, open the task manager and look for vvis.exe or vrad.exe and if either is there and using CPU cycles then all is well.

Sometimes my Hammer stops responding, but it usually picks up again in a few minutes and continues to compile. However, sometimes my hammer fully crashes, so if nothing happens in the compile log for about 3-5minutes, i check taskmanager to see if it has crashed or not.

All in all i say its normall =]

As has been said, Hammer will look dead, but will in fact still be running the compile process. I use Vista also and get the same Wheel O' Doom thing. It'll stop updating the compile window and Windows might whine about "It's not responding, KILL IT NOW", but if you wait a while it will suddenly jump back to life and be done.
