some odd update stuff

im posting this wanting to know if im the only person this is happening to but since the august 13 and 14 update i started a server by my self on the new koth map and was struck by awe when i spawned as scout and saw this:

yes i moved like a scout, i jumped like a scout and fired a minigun(only with 32 bullets)
so i went to my class loadout and well it was all messed up; pics:

so i switched to all defualt weapons and everything seem to work but it wont allow me to switch back to regular unlockable weapons. so has anyone seen this before?

no im in my own server

well any ideas on wow to unexploit it?

EDIT: i reinstaled tf2 and its still broken
