Delaying flag availability

OK, I've looked around in the SDK docs and these forums, and couldn't find an answer to how to do this:

I'm working on a neutral (single) CTF map

On flag capture (by either team), I want to put in a delay before the flag becomes available again, like 60 seconds

The intel will spawn in the same place all the time

In steam chat, I heard that doing so may screw up the HUD...

So, is it possible?
