Observer Points have the "Point at..." feature if you click on the Pitch Yaw Roll field. Place the camera where you want it to be, get your camera view in roughly the same place, look where you want it to look, and click "Point at..." then the center of your camera view.
to build on what Nine said. If you use the camera tool (shift+c) you can manually move the camera exactly onto the location of the observer point, then pan the view accordingly and use the Point At thing.
