This may have already been answered, but I could not find it with a search of either google or the forums.

I want to take various drawn maps and put them in hammer editor in such a way as to allow me to build on top of them, without them actually being in the map. Like changing the background color from black to something else, but the something else is a picture.

If this is not possible, it will take me significantly longer to block out my map, so any help is appreciated. Thanks.

It isn't possible.
However, you can make custom textures with your drawings and place them in the editor.
If you don't know how to do it I can do it for you if you like.

Truth. Actually, I'm a little surprised the last update didn't get more attention. Now all Valve customers who have access to the Source SDK also have access to the SketchUp plugins, not just Left 4 Dead owners. (Although SDK Content might need a refresh before it shows up in the "sourcesdk" folder).

Updates to the Source SDK have been released. The updates will be applied automatically when your Steam client is restarted. The specific changes include:

Hammer

* Fixed bug in which the model browser can become unresponsive
* Game overlay no longer attaches to Hammer which fixes incorrect 3D camera position bugs
* Google Sketchup to Hammer exporter now ships in the Source SDK
