Is it still okay to presubmit without a DL? As in, I know I'll have a version by Friday to submit for Saturday, but I'll be working on it all week to be ready for the deadline...so technically it's not ready for DL yet....should I still submit with a blank DL?

Yeah, it's ok.
Last week Basic and Koth Waste were both submitted earlier in the week, and before the day arrived Basic went a1>a2>a3 and Waste went b2>b3>b4
...needless to say it was a bit bothersome. So I decided to add that note.

It's basically "if you're going to keep working on your map all week, chill and don't full-submit yet"
