are you using a command line? try defining your ip as

Ok, I'm new to servers so:
Where do I put that and which IP do I use?
you put that in the startup command line.
i looked over the tutorial, the ip line would go after

srcds.exe -game garrysmod

so it woud look something like this

Thats the ip you want to have your server use, not the 192.xx.xx.xx
Not sure what friend runs his server with his internal ip, but that is only used for a lan.

Is it a problem if that IP changes all the time? I think its dynamic.

Edit:
Ok I did what you said but when I start the server I get "Couldn't allocate any server IP port"

And also I am able to join my friends server and so is everyone else. And he lives nowhere near me.
sounds like a firewall issue.

If your IP is always changing then you may consider trying to set up a static IP, because if your IP always changes whoever is trying to reach the server will need to get the latest IP address, plus as mentioned you can't use an internal IP no matter what server your running because no one can connect to it unless they're plugged into the same router. I'm not sure this is anything related to the problem i just read through it and from my knowledge the sentences "friend trying to connect" and "my ip keeps changing" usually calls for a red flag on something's part. I'm not a networking or server guru but it's one thing that came to mind you might try.
