Can I use Source SDK on a steam account that doesn't have TF2 purchased

My main acct got hijacked and I'm trying to use hammer, but I can't find source SDK on the list of tools.

It acknowledges that I have TF2 installed, but no luck on sdk.

if it got hijacked then why not ask valve to help get it back?

EDIT: Also you'd need a Source associated with the account game to map with SDK, preferably an Ep1 or OrgBox game.
