Doing it wrong. Best way is to go scout with the spy knife.
Back in the day, one of the guys who ran the server I played on wrote a plugin and enabled it one night so that any class could use any other class' weapons. There were down sides, like limited ammo, but it was still damn fun.

Gotta say this is a very interesting example of the things steam (steam cloud?) based games can do for unusual punishments
