ctf_badwater - improved upon the original

ctf_badwater is an improved version of a map i found on gamebanana by confidence_man that slightly changes the map's geometry to make it better suited for the gamemode

this map uses a modified version of pont's ctf timer logic

Skybox is borked.

Also, don't forget to add subversions (b3a, b3b, b3c, ect.) when pushing out bugfix patches. The servers and site don't consistently replace old files with new ones if they share the same name.

- added 2 small health packs under the bridge on mid
- changed the window leading to the intel to not open on touch
- made the window leading to the intel more clear
- made spawn and the house near the choke look more visually interesting inside
- properly packed the skybox (i hope)

- properly packed skybox (i hope)
- changed the small health packs on the bridge to be medium health packs
- removed collisions on various lamps on the map
- removed collisions on the windows above the choke on red's side
- made the window in map room a door texture to increase fps
- made the window-door in map room more obvious
- updated aesthetics (aesthetics are now better-mirrored, rooves now don't look like ass and the house near the flank building on the cap zone actually has things on it)
