Adding r_screenoverlay into my map

So since env_screenoverlay displays for all players, i looked it up on the internet and i found that r_screenoverlay can be used on 1 player, if sv_cheats 1 is on.
Now, i am confused, r_screenoverlay is a console command, is there a way to make it happen in your map? (I want to make it so, if a player walks into a trigger, it will show him an overlay of a "map of the map")
If anyone knows how, can you explain?

r_screenoverlay requires sv_cheats 1 to be on, i thought i saw somewhere that you can specify the command as not a cheat?
I know doing stuff like this is not a good thing to do but i'm simply just adding sort of like a rockstar type map pop-up when you walk to a certain area, map is huge and open world so i thought it'd be cool, but i can always just make it a decal on some wall.

See the second image for what i mean

Are you making a map in a similar vein to The Long Dark?
Nah, openworld horror-like exploration friendly map with cryptids, wendigos, flatwoods monster, mothman etc, one of my friends is making the fw monster model for me so i think this map will turn out to be really cool. I don't want this map to be a generic open world map with a few trees spread around, i'm working my ass off trying to add as many cool and secret landmarks (inspired by how red dead redemption 2 does its easter eggs) and making every bit of the map feel unique.

Anyways, if screenoverlay doesn't work, i'll just stick to putting a map on a display somewhere.

I structured the map like the battle royale csgo maps, middle of the map is a hill that doesnt let you see from one to the other side of the map, this just lets me unrender trees and anything else that the player cant see.

I should make a thread on this website somewhere showing off the map, but i dont know where that could be.
