Can I adjust the water fresnel effect?

Hello, I am but a simple jump mapper who wants to know if/how I can adjust the fresnel effect of the water in my map. I've tried parameters like "$forcefresnel and $fresnelpower in my water's vmt to no effect. I'm not very knowledgeable on how the engine works, but I would like to be able to increase the reflection for higher angles above the water, it seems like the parameter $phongfresnelranges can do this for phong materials. Is there a parameter that can do this for water?

Bonus question, is there any sneaky way around "There may be only one water level height in a PVS if the water is expensive." requirement thats listed on https://developer.valvesoftware.com/wiki/Adding_Water ?

I would appreciate any help on this.

Not sure what you're trying to say

The only way around that requirement would be to make your water into a model, and even that won't look quite the same

Thank you, I'm expecting my second question to have no good answer, but I thought I might as well add it. But maybe my terminology isn't right, the effect I'm talking about is how reflections start to disappear when the water plane is not parallel between the viewer and object, I want to be able to see reflections at more angles.

insane idea: place a water_lod_control and set both distances to maybe 5000
