Is it possible to make Arena maps not requiring 2 people to start? How to add Truce to your map?

When you add the Arena logic to your map, it will always require 1 more person on the enemy team to start the round, is there a way for rounds to begin without needing an enemy in the other team?

I'm working on an experimental Roguelike map, and that'll be useful for me.

If this is not possible, does anyone knows how to add the "Truce" effect (the one when merasmus spawns on lakeside) onto your map?

I know, but I'm planning for the map to be a singleplayer, or co-op experience.
I need a way for the enemy to not spawn at all, and everyone be in the same team, or just make the enemy not hurt you.

I think the truce is the best option for this, but I can't get it to work.
The dev community page explains:
"To allow truces to be used in the map, send a SetMapForcedTruceDuringBossFight input with a parameter of 1 to the tf_gamerules entity in the map."

I think this is correct (?), but it still does not trigger a truce
