My Hammer.bat file is not there

So I went into the steam apps file and went to tf2 to find that no files were in the bin. If anyone knows what happened I would like to know how to fix it as I can not use hammer editor.

Hammer is located in /Team Fortress 2/bin/ and not /Team Fortress 2/tf/bin/, if that's where you looked.
Hope you find it there!

I checked and it is not there I have searched my downloads for it but no luck there either
