Lokalen.nu (Swedish gamehost) has now opened a server dedicated to testing maps in development.

Lokalen.nu has been hosting servers for tf2 since it's release and has a large, well established playerbase. There are no mods or addons on the servers.
Timelimit for each map is 20 minutes.
Right now the map rotation includes (in no particular order):
pl_halfacre_b3
cp_timber_a5
cp_silvertrail_a2a
pl_swift_rc1
pl_frontier_b1
ctf_aerospace_b4
pl_cashworks_b1
pl_blastoff_b1
pl_waste_a5
(more to come later today/tomorrow)
The maplist will be updated on a weekly basis (roughly). If there are no suggestions for maps to be added, a few from the previous tf2maps.net gameday will be chosen. I will try to keep the map rotation fresh, and by that I mean removing maps that has already been tested thoroughly to make room for other, newer or unnoticed maps.
What I want now is maps. The only requirement is that they are fully playable. That includes health/ammo and a working map objective, atleast basic lighting among other things.
If the server is empty, don't be afraid to "start" it. Where one goes others are sure to follow. Just playing gives me data on win/loss ratio that I can provide to the mappers.
