[Request] Tutorial for using animated VTF file in a map?

I have seen some maps with animated billboards and what not. For instance, the MarioKart map. (it is my favorite map)
and im making a "party" map for my steam friends etc.. and i was wondering if i can get a short and simple tutorial on how i could add a animated texture to my maps.
Nvm the gif isnt attached. but its just a gif. and ive already tried to convert it using VTFEdit...
