İ am CSGO own map Inferno decompiled, but Hammer textures white?
I'm going to turn this into an arena map, it might be someone else, but I can't

Those are missing textures. You need to obtain them as they are custom

No, I think it's bullshit. because they are already in the csgo file location it is an official map

you can either find and download these specific texture or manually replace them.
if you do find them remember to compile the texture too with compilepal

i would say to try to delete a wall and see if the textures are underneath. once that was the case for me.
if that doesnt work try compiling the map and make sure the textures dont work
if that doesnt work as well i would just replace all textures.

You said this was a CS:GO map that you're trying to port to TF2. Perhaps some CS:GO textures don't work in TF2? I've never tried porting a map so I wouldn't know how that works.

If it is being ported to TF2, all the CSGO VPKs would need to be moved into the TF2 folders, I believe - otherwise Hammer won't know where to search for them and return a missing texture

This is probably your problem. The CS:GO assets don't exist in TF2, so you'd need to copy them over manually.

The answer is that a lot of the newer CSGO maps decompile weirdly, or inexplicably have stuff packed inside them. I know that 3kliksphillip has decompiled these maps in past and has provided proper fixed-up VMFs for people to use. I'm not sure how up to date this is. More info here:

You said that you wanted to make this an Arena map. Does that mean you using the TF2 version of Hammer to edit it? If so then that is why textures are missing, TF2 textures were not used in that map.

Well I'm afraid if what I shared isn't of any help I don't think there's much we can do to help. This is TF2 maps after all.

Just making sure you are using the correct version of Hammer, not all people do.

It looks like what happened is some things got broken in the decompile of the map including some textures. What that means is the textures are in the cs:go file directories but with the map being slightly broken the map can't tell Hammer what texture is supposed to be there. That means you will have to replace the textures by using the same texture that is supposed to be there or use another one.
