So i watched a video by UEAK Crash on how to create maps in tf2 (it is a 2 year old video so that could be the problem) he said to get to hammer.exe you have to go to steam>steamapps>common>tf2>bin>hammer.exe but the problem is, when i get to tf2 there is no bin file.
what do i do?

Did you look inside the bin folder? It's a folder that it's inside of not a file.

Also did you download the content you need to have hammer installed?

I think you have to have successfully launched TF2 at least once, too, for what it's worth.

alright this may sound pretty bad but...
how do you verify the game cache?
Right click on the game in your library on Steam, click properties, and it’s a button on one of the tabs in the window that is brung up.

I still don't get why Valve never moved the TF2 Tools out to a separate TF2 Authoring Tools Steam package when they switched the distribution system over to VPKs.

I asked them about it in the past and they said they were looking into it. Granted, I think that was 4 years ago now, sooo...

Yeah, and then they could go back to distributing the source files for their maps alongside it, knowing that they're not taking up unnecessary space in the game's download.

I believe that came up at the same time.

Granted, I think it was Alfred from Valve that I think replied and he is (was?) more involved in old HL1 based games like CS 1.6.

The switch was made because every game that were moved to steampipe (also known as Steam3, a content distribution system) required their own depot. Previously, games were just mounted with files on a different launcher.

The only reason the switch from GCF to VPK appears to have been absolutely necessary for pre-L4D titles is because Valve seemed to have banned binary patching in updates on the SteamPipe delivery system. I mean, I guess it makes sense since they switched from a proprietary download system to using HTTP.

If you've ever looked at how VPK works, you'll notice that to add new things to a VPK in TF2, vpk.exe just adds 1 or more new VPK files (such as tf2_textures_068.vpk) with the new contents, then updates the _dir.vpk file (such as tf2_textures_dir.vpk).

Anyway, getting back to the point, I requested this back before they finished moving TF2 over to SteamPipe. TF2 was (as usual) Valve's test game for switching over to the new system and they had a SteamPipe beta for it for like 3 months before the actual switchover.
