If all you have to work with hardware-wise is a mouse, I'd recommend just hunting down a good flatbed scanner (you could probably even find used ones at thrift stores and such) and learning to draw with good-old-fashioned pencils and pens. The motor skills will be more applicable if and when you're able to upgrade to something more high tech.

Yeah, it's not even bad to just take a photo of your art if it's all black lines and up the brightness and contrast in paint.net or something. Not great quality but an option if you don't have a scanner

been trying out a more traditional anthro style and dressing my characters up

paint.net's more for photo editing, much like GIMP and photoshop.
What I use personally is Paint Tool Sai. I could even suggest clip studio paint, although I haven't used it. I suggest you go to those programs. Although they will cost ya a bit, it'll be worth it if you wanna draw some neato stuff.

also, what website is preferred to post images on here? Cuz whenever I use the image tab, it says to give a link and, when I do, it doesn't show the image.

You can just drag-n-drop the image (or Ctrl-V if you've got it in the clipboard). If you insist on using another image hosting, Imgur is the standard.

The "Upload a File" button next to the post button will do the trick...unless that's only available to veteran users.

How long until someone makes a TF2 map that is inspired by a minecraft mine/ravine thing, but it's an actual map with a TF2 theme and not made from minecraft textures/blocks.

The closest we have is Dustbowl if you look hard enough, I guess? and other maps.
