Can you make a campaign in TF2? (sadly TF2 dosen't have npcs which means no scripted sequences, making it harder)

technically, yes. You can spawn bots and even change maps with a server command. So it's open to your creativity what to do with that.

Just another one about that bot spawn thing, can you make a bot point at somewhere like at an info_target?
